My brother and his family lived in #1 St. Paul, MN years ago. He joked about the low crime reports and said, "Yeah, who wants to be out robbing people when it's 15 below zero!!" They couldn't take the cold very well (neither can I) and moved back to Texas after 3 years. :) I guess no warm-weather city will ever make the top 10.
